Britain's outgoing diplomat to Pyongyang has cast doubt on North Korea's willingness to denuclearise, saying its officials believe Col Muammar Gaddafi would have survived the Libyan uprising had his regime kept its weapons.
Diplomatic efforts are under way to revive six-nation talks on the North's nuclear disarmament. South Korea and the United States have held preparatory discussions with the North since July.
But Peter Hughes said senior officials there had told him that "if Colonel Kadhafi had not given up his nuclear weapons, then Nato would not have attacked his country".

More Insecurity, Civilian Casualties In Afghanistan: U.N. -- Reuters
(Reuters) - Afghanistan has become more insecure in 2011 from a year ago, with a sharp rise in security incidents and higher numbers of civilian casualties, displaced people and complex suicide attacks, a U.N report said on Wednesday.
The total number of security incidents recorded during the first eight months of the year represented a nearly 40 percent rise from the same period of 2010.

Defense Intelligence Agency Celebrates 50-Year Legacy -- US Department of Defense
WASHINGTON, Sept. 27, 2011 – Since it began operations Oct. 1, 1961, the Defense Intelligence Agency has changed along with the nature of national security threats worldwide to become a key component of the U.S. intelligence community.
Today, according to agency officials, DIA is first in "all-source defense intelligence" – incorporating all sources of information -- to prevent strategic surprise and to support warfighters, defense planners and policymakers.
The following transcript appeared on Egyptian social media sites, which claimed it was testimony by Marshal Mohamed Hussein Tantawi, the chairman of Egypt's Supreme Council of the Armed Forces, at the trial of former President Hosni Mubarak on charges Mubarak ordered the killing of protesters seeking an end to his rule. The questions were asked by Judge Ahmad Refaat, who had banned coverage of the testimony. There was no official confirmation or denial of the legitimacy of the transcript. Tripoli, Libya (CNN) -- Ousted Libyan leader Moammar Gadhafi is believed to be hiding out near the town of Ghadamis under the protection of the Tuareg tribe, an interim government military spokesman told CNN Tuesday.
"We have reliable information that Gadhafi is protected by the Tuareg tribe located between Niger, Algeria, and Ghadamis town in Libya," said Col. Abdul Basit.

Britain's shrinking military will "never again be among the global superpowers" but will have enough capability to assist in operations such as Libya and Afghanistan in the future, a study said on Tuesday.
However, the MoD's finances will be capsized and its resources further diminished unless there is a substantial increase in defence spending to cover the "looming" costs of the replacement for the Trident nuclear deterrent.

Report by ex-armed forces chiefs call for 50% rise in military spending to offset potential threats
The UK needs to pour billions more into defence spending to counter future threats if the country is to avoid "expensive and possibly catastrophic mistakes" caused by under-funding, a report warns.
One of the report's authors said the Falkland Islands are a "plum ripe for the picking" should Argentina, with the support of its ally China, choose to contest British claims to sovereignty.
My Comment: For the British government .... the budget crisis is a far more important issue than security for the Falklands. Losing the Falklands is a risk that they are willing to take.
