Harry Truman recognized Israel as a state, but NOT a "Jewish" state.

After David Ben Gurion rejected the United Nations partition plan and simply declared Israel to be in existence, Harry Truman, goaded by Chaim Weizmann, recognized the new state. However, as Truman's own letter shows, he did not recognize Israel as a "Jewish" state, because to do so would violate the First Amendment prohibition on respecting one institution of religion over any other. So, to clarify an oft quoted claim, the United States officially recognizes the state of Israel, but does not recognize it as a Jewish state. This means the Palestinians or indeed any non-Jewish residents of Israel are recognized as having equal status under United States law.
