Most of the attention around the outcome of the assembly elections last week has been on the dramatic defeat of the Communists in West Bengal and the DMK in Tamil Nadu, and the compelling stories of the two political leaders behind it. The narrative on Kerala has centered on an unusually close verdict triggered by an incumbent Chief Minister who, at times, ran more in opposition to his own government and his party than the Congress-led United Democratic Front.

Although Kerala is India’s most literate state, unemployment remains a major concern.

As the focus now shifts to governance though, the story of Kerala becomes significant, perhaps even more so than that of West Bengal and Tamil Nadu. What is at stake in Kerala is the effectiveness of coalition governance in an era of fragmented electoral politics, and, of even more importance, the sustainability of the only real inclusive development model that has succeeded in post-independence India.

Unlike the rest of the country, Kerala has had a deeply entrenched coalition structure since the late 1970s. With rare exceptions, the coalition partners have stuck to the alliance through elections and revolving stints in the government and opposition. For the first time since the 1970s, however, the arithmetic of victory is narrow enough for the Congress's main partners in the UDF, the Indian Union Muslim League and the Kerala Congress, to exert considerable sway on the direction of the new government. Tax Department Vows Crackdown on Black Money

Speaking on Wednesday at a seminar on black money, Sudhir Chandra praised what is arguably India’s most-hated department: the one responsible for levying taxes.

Taxpayers and company executives frequently complain – though rarely to police – that tax officers ask for bribes.

But Mr. Chandra, the chairman of the Central Board of Direct Taxes, threw out numbers to back up his claims.

It is to Mr. Chandra that tax officers ultimately report. In India, this is a job category that enjoys an even worse reputation than it does in most other countries.

Taxpayers and company executives frequently complain – though rarely to police –  that tax officers ask for bribes to avoid fines, a closer examinations of their accounts or even just to get their tax refunds.

But Mr. Chandra, the department's chairman, said things have started to change since he came into office in January. Speaking at the National Seminar on Black Money in New Delhi, Mr. Chandra said he "turned around" his department. To do this, he said he first ingratiated himself to his officers by doing things like speeding up leave approvals.

In return, he asked them to up the ante on tax refunds. As a result, Mr. Chandra said that a staggering 1.04 trillion rupees ($23 billion) have been returned to taxpayers under his watch so far.

Infosys Numero Uno Bids Adieu to Investors

In an emotional letter, replete with analogies and anecdotes, N.R. Narayana Murthy, the co-founder and “Number One actor" at India’s Infosys Technologies Ltd.  bid his last farewell to shareholders.

N.R. Narayana Murthy’s exit comes at a time when Infosys is at the cusp of a change.

The iconic businessman of India’s outsourcing industry, retires from the board of Infosys Technologies as non-executive chairman and chief mentor on Aug. 20. He will stay on as chairman emeritus, offering consultative support to the company and to the board.

In his letter—which was released Tuesday as part of the company’s annual report on the financial year that ended March 31—Mr. Murthy remembered the highs and lows of his 30 years at Infosys, during which time he helped build the company into India’s second-largest software exporter by sales.

At one point, Mr. Murthy compared the pain of parting with Infosys to that of a daughter leaving her parents' home to get married. “The parents will be there when she needs them and they will be happy that she is starting a new life in an exciting new environment,” wrote Mr. Murthy.

Moving away from his extended metaphor he then mentioned his real family. He explained how difficult it was to convince his two children that he truly cared about his family after spending 16 hours a day in the office and being away from home for as many as 330 days in a year. [...]

SBI: Operation Clean-Up Not Over Yet

The first reaction to State Bank of India’s dismal January-March numbers was that the new chairman had “cleaned up” the bank’s books by adopting a conservative provisioning approach. However, a closer look at the performance reveals that the bank faces more challenges in coming quarters such as rising bad loans and sluggish interest income growth and is likely to underperform peers, say analysts.

Tuesday afternoon, SBI, India's largest bank by assets, stunned investors when it announced a whopping 99% fall in January-March net profit from a year ago to 208.8 million rupees ($4.7 million). The news sent the stock diving almost 8% to its lowest close in more than 10 months.

In midday trade Wednesday, SBI had extended losses and was down 1.8% at 2,370 rupees ($53.3), underperforming the Sensex’s 0.1% decline.

Maximum City’s Continuing Water Woes

"Water, water everywhere but not a drop to drink" – the old adage is perhaps true for the residents of Mumbai.

The coastal city may be known as the nation's financial hub and glamor capital thanks to Bollywood. But anyone who lives there knows it probably also is the capital of decrepit infrastructure, from roads to slums to train lines. It also may be the water-shortage capital, given that residents are now facing another round of water outages as the civic body, Brihanmumbai Municipal Corporation, undertakes pipeline repair work at the Maroshi-Vakola-Ruparel College tunnel.

The water department said in a statement that repairs, starting today, are being carried out in the name of improving the water supply. But the repairs are going to leave taps dry in most parts of the city.

Areas such as Colaba, Malabar Hills, Cuffe Parade and Peddar Road will face a complete shutdown on May 18 and May 20. Nariman Point, Marine Lines, Churchgate, Napeansea Road, Mumbai Central and the Mahalakshmi temple area are among others that will see the water turned off May 19 and 21.
